Common Questions

What does the risk level actually mean?
Green indicates that standard commercial import review procedures likely apply for that market and product type. Yellow means that regulatory screening, permit review or conformity documentation is likely required before shipment can proceed. Red indicates that pre-approval, restricted category exposure, telecom or wireless licensing, refurbished equipment review or elevated importer liability considerations likely apply. All levels require pre-shipment assessment before cargo moves.
Why does refurbished equipment carry higher risk in most markets?
Refurbished and used IT equipment faces different documentation requirements in many jurisdictions. Some markets apply stricter inspection, require proof of testing, or limit the categories of refurbished goods that can be imported for commercial use. In markets like India, effective import restrictions via mandatory certification schemes may apply to certain refurbished product categories. Final eligibility depends on HS classification, product condition documentation and current market regulations.
Are the tax rates shown in the estimator accurate for my shipment?
Tax notes in this tool are indicative only and provided for general awareness. Final duties, VAT, GST, consumption tax or other charges depend on the final HS classification, customs valuation method, country of origin, applicable trade agreements, product condition and the importer structure. This tool does not produce a landed cost calculation or a binding tax determination.
What is the difference between IOR and a customs broker?
A customs broker facilitates the customs declaration process on behalf of an importer but does not take on importer liability. The Importer of Record becomes the legal importer in the destination country, assuming full regulatory and financial responsibility for the shipment. For companies without a local legal entity, the IOR provider acts as the registered importer. See the full comparison.
